A study called the “Connectivity Scorecard” from the London Business School and LECG (sponsored by Nokia Siemens Networks) ranks Korea 18th in the world:

The Connectivity Scorecard is an attempt to capture how "usefully connected" countries around the world really are. Like any Scorecard, ours is essentially a collection of different metrics, but our metrics encompass usage and skills as well as infrastructure. Further, we recognize that the primary driver of productivity and economic growth is the ability of businesses to use ICT effectively.

Korea was ranked second in terms of information technology development in a report from the International Telecommunications Union (ITU).

The Korean government has selected thirteen technologies such as WiBro and RFID/USN that will receive government funding to support marketing activities by Korean technology companies:

The government will designate 13 items of the IT industry to provide support for the access to the foreign markets.

To this end, it will spend KRW 5.8 billion. Also, it will begin to operate the IT Foreign Market Access Council consisting of government agencies relevant to the export of IT business.

Korea was placed on a watch list of “Enemies of the Internet” by the Reporters Without Borders organization:

South Korea, one of the world's most-connected countries, made the Reporters Without Borders watch list for the January arrest of a blogger for having affected "financial exchanges in the markets" as well as the "credibility of the nation" because of articles he posted on one of the country’s largest discussion forums. He is still being held in detention.
